Congratulate someone "for / on" something?

Hi teachers, [link] She congratulated us on our test results. [link] Lebanon – Prime Minister Saad al-Hariri telephoned his Turkish counterpart and congratulated him for the results of the referendum. Do congratulate someone on something and congratulate someone for something mean the same thing? Do you see any difference?
