The Usage of "What's worse"?

I am confused about whether the phrase "what's worse" is used in the present tense or in the past tense. I think "what's worse" should only be used in the present tense because "what's worse" is equal to "what is worse." In the past, we should use "what was worse." However, "what's worse" is used in the context of past tense. Can someone please tell me is it right to use "what's worse" in the past tense?
