All group/congregation is or are?

Hi. I think the word "mankind" refers to all people and we can use the word "all" before it. How about the words that refer to a group of people like "group" and "congregation"? Could we use the word "all" before them? If we could, should the verb be in the singular or plural? I think we can use both the singular and plural verb form, depending on whether you think of them as a term referring to a group or individuals. Thank you for your help in advance. eg, all group is/are? all congregation is/are?
